I have Vista Ultimate and all my windows updates have managed: none were not installed correctly, and I did not install new programs or hardware.  It seems that Microsoft knows the snipping tool does not - why can't they simply provide an update patch to correct the problem, rather than make us do all the work.  I don't have to go through hoops of restorations etc to get something it seems work was broken by updates.  I'm about to go to a Mac.

  Looks like you may have a virus or other malware. Get your updated antivirus program and boot into Safe Mode.   If you zoom in to 100% you see no change when you use the blur tool?

  What are the dimensions of the image in pixels?
