Any light anyone can throw or reassurance that I'm not being forced to purchase a subscription when it is not wanted or needed would be much appreciated.

  I'm sorry but it is not possible to download Adobe CC and burn it to a DVD and then transfer it.

  Only, it downloads a small setup file and on executions of this entire process of download, extraction & installation file begins that requires the internet connection. At the end of the process of the application is installed and ready to use.
