I have a user on Windows 7 Enterprise and when I run GPRESULT /R it will give me only the user settings... is there a switch or something I can look at?

Try to run the DOS window as administrator (right click on command in the menu prompt all programs/accessories and choose Run as administrator).  Then run GPRESULT /R/SCOPE/Computer.

To solve the problem for this sequence, make sure that the sequence is active in your timeline, then select "sequence > sequence settings" in the drop down menus.
