  I installed the software webcam for windows 7 on the toshiba site and built-in Chicony camera would work very well after a reboot, but if the computer is in sleep for a long enough period, the unit would stay asleep when the computer woke up and wouldn't work at all, unless the computer has fully restarted.

  The solution lies in a change in the registry to force the computer to update the webcam USB controller is attached, after the release of sleep.   Do more research, I fount out is an old bug with Lenovo's Thinkpad laptops with this Brazilian keyboard.
