This happens not because Windows 8 try to have less noise.  You are notified only when something dangerous or destructive is about to happen.  Move a file to the trash is not dangerous because you can always cancel it.  If you were going to permanently remove a file (by pressing SHIFT + DEL or because he was on a network drive where there is no recycle bin), then you could always be notified.  In this way, the warnings only you see are those that really matter.

    I think I've cracked the question:

    I created a new account admin on my PC and the first time I tried to access anything, I got the password. I don't have it a second time.

    I then removed and put in the passwords and then disconnected cache and back in and asked again the password.
