Windows Defender is disabled and won't restart.
For some reason my windows defender has stopped itself. I tried to turn it back on without success to date. After trying the reactivation, the answer is to try to do it manually, I tried that, but still can't sem to make it work. Help a poor old retired. My e-mail is * address email is removed from the privacy *. Thank you to use my email if you can certainly help, it may be easier for me to have to find this site.

Windows Defender does not have a Firewall.
If Norton edition is a Suite of Internet security, not just an AV, it has its own firewall, and you have disabled Vista firewall to prevent conflicts.
And this has been explained to you by a previous contributor here, Norton disables Windows Defender, which he is supposed to do.
There is nothing to worry.

Make sure the service is started
Start > type services.msc
Double-click the "Security Center" service

What antivirus do you use?

If you have Microsoft Security Essentials or AVG installed, you don't have to do a thing. These 2 are supposed to disable Windows Defender, because they have their own "defender". Running two defenders would conflict on the other and redundant.
If you have not installed 2 above. Try this...
Start bittun > in the search box, type services > press ENTER > uac prompt > scroll down and look for Windows Defender...
under the State ; It must be said Started
under Startup type : must say automatic
If this isn't the case, right click on Windows Defender > properties >
under the change of automatic startup type to
under service status to start editing
