Windows VISTA can't manage USB devices

After MANY attempts to solve problems with Vista being unable to recognize/manage USB devices, I'm at a stop.  My phone is essentially unusable with Vista with all latest updates.  I tried all of the suggestions posted I found on the web... manipulated entered USB via Device Manager, annihilated INFCACHE.1 several times, reinstalled devices, uses different ports, etc..

Does anyone know of a solution?  I am facing buy another OS, if I can't get this to work.  Thank you!

    Here are the different ways to reinstall Vista.
