Windows Vista Ultimate SP2 will not install update KB2378111 or install downloaded programs and returned with error code 80070570

Hello... my computer will not install update KB2378111 with a code error 80070570.  In addition, I can not install all programs downloaded from the internet, specifically my anti-virus software.  I'm running without any software antivirus at this time.  I ran the most recent Microsoft malicious software removal tool and it showed that there is no problem.

    The only other suggestions in the Windows documentation if there is no update of the BIOS are:

    • Disable the BIOS memory options such as implementing caching or shading.

    Unfortunately, Windows Vista is not available for sales that Windows Vista has been replaced by Windows 7 and Windows 8 (mainstream support ended on April 10, 2012).     Download the ISO on the link provided and make a record of repair time it starts.

    Go to your Bios/Setup, or the Boot Menu at startup and change the Boot order to make the DVD/CD drive 1st in the boot order, then reboot with the disk in the drive.

    At the startup/power on you should see at the bottom of the screen either F2 or DELETE, go to Setup/Bios or F12 for the Boot Menu.

    When you have changed that, insert the Bootable disk you did in the drive and reboot.

    I am trying to remove the Arabic Lang files to enable SP2 install, but I the uninstall fails, and I can't work on how to remove the Language Interface Pack.

    The error msg I get is simply - "cannot remove the language pack.

    There is no Windows Vista downloads available from Microsoft.

    Contact your computer manufacturer and ask them to send a set of recovery disks.

    They should do this for a small fee.

    And if you have never received a recovery disk when you bought your computer, there should be a recovery Partition on the hard drive to reinstall Vista on how you purchased your computer.

    The recovery process can be started by pressing a particular combination of the key or keys at startup.

    Maybe it's F10, F11, Alt + F10, etc., depending on the manufacturer.

    Ask them to the proper key sequence.

    Some manufacturers have more available Vista recovery disks.
