Windows xp has the cutting tool? If so, how can I find?

I found the following gift to be quite
useful for the acquisition of fast screenshots.
(it doesn't have the option of free-form)

(FWIW... it's always a good idea to create a system)
Restore point before installing software or updates)

I put it so all I have to do is:

(1) press... PrintScreen...
(2) drag a box around the content I want to save...
(3) press on enter...
The shot is immediately saved as a .jpg file in a
folder of my choice.

    I read answers to similar questions about the failure of the cutting tool.  I use the tool cutting regularly and I think it's a fantastic tool in Windows. I have Vista Ultimate and all my windows updates have managed: none were not installed correctly, and I did not install new programs or hardware.  It seems that Microsoft knows the snipping tool does not - why can't they simply provide an update patch to correct the problem, rather than make us do all the work.  I don't have to go through hoops of restorations etc to get something it seems work was broken by updates.  I'm about to go to a Mac.

    Microsoft does not have a cutting tool for XP, but there are a number of tools out there like Snagit. If you do a search for XP the cutting tool , you are sure to find something useful.

    How can I get the window "Save as" to open when I used the Snipping Tool and you want to save it?  I must have changed something by mistake and now it will not open.

    Step 1: It looks like the tool cutting options have been changed. Try these steps and check if recording is enabled.
    a. click on start, type cutting tool and click on enter.
    b. on the tool window capture, click an item Options.
    c. on the capture tool Options window, place a check mark on "the prompt to save the shears before leaving.
    d. click ok to apply the changes.
    e. restart the cutting tool and check the result.

    Step 2: If the problem persists, run SFC (System File Checker) scan to find and repair missing or corrupt system files
    a. visit http://support.microsoft.com/kb/929833
    b. run the scan successfully.
    c. restart the computer so that the changes take effect and check the result.

    For some reason my Snipping Tool no longer works. I clicked and 10 or 20 seconds, and I get the error: the cutting tool does not work on your computer right now. Restart your computer, and then try again. If the problem persists, contact your system administrator.

    I did a scan of the disc, and the Tablet PC optional components meet. (Enabled).

    This is a dell computer that came preloaded, so I don't think that I can recreate the cutting tool of a disc. ALSO... mysteriously, my tool of Windows Live Mail has decided to not SEND email at the same time.

    Suggestions:

    1. If it is possible: to do a system restore. Choose the date free snipping worked as your restore point.

    Start button > Search box, type system restore > press the Enter key > uac prompt > click on choose a different restore point > next > select dates as your restore point, until the click > next > finish
    To sit and wait. The machine restarts when it's done.

    2. start > Search box, type system32 (that's a Word) > Enter > system32-box right, superior search window type SnippingTool.exe (that's a word too).
    Don't you see that SnippingTool.exe appears?
    If so, click it or PIN to the Start Menu or the desktop (create shortcut).

    The cutting tool is a very nice feature, but only as long as you can get the entire area you want to cut at the same time on the screen.  I'm not aware of any way to scroll a page of text that is longer than the screen.  Are there tricks to do this?

    Snipping Tool can only be used as a capture of screen, or snip, of any object you see on your screen.  Thus, the cutting tool cannot scroll. You may need to scroll down the screen and then use the tool.

    The cutting tool are not sent Snip of recipient of mail on Windows Live Mail 2011.  Had worked on earlier versions.  Click on the send Snip button, and nothing happens.

    A couple of things you could try.

    Launch the tool captures via a right click on it and select 'run as administrator '.

    See if the uninstallation and reinstallation of the Snipping Tool makes a difference.
