With my computer 'System' in the list piecemeal by 17%, is this causing the bog near complete at the bottom of all programs? How to fix?

My HP with Windows 7 desktop computer slowed to where it takes forever to answer or not at all.  I tried everything, including the Microsoft Safety Scanner for the virus. None found. I used all the windows, applications built cleaning and cleaners of third party.  I noticed that, after defraging my readers, those listed as 'System' shows that it is 17% fragmented. How do I defragment, and what else I can try to end the bog/slow down?  BTW, Norton anti-virus says all secure, but it will not turn on and constant guard of Comcast is faulty.  Thanking you in advance!

I don't know what the cause of the downturn, so I'll just list a few performance tools that comes with windows 7 and other useful programs.

1 control Panel\All Control Panel Items\Performance information and Tools\Advanced tools
-Click "Open Disk Defragmenter" and click on "analyze" then "defragment the drive.
2. System Configuration utility
-Click on 'selective startup' then on 'Start', 'hide all Microsoft services"and disable all. Then click on 'start' and disable all applications that do not seem really important (google update, Skype, ETC.). Click 'Apply' and then click ok. Finally, I recommend "pin" configuration utility system in the Start Menu incase you need it.
Note: Don't worry if this will hurt your system, just make sure you hide all "Microsoft services' before clicking on 'Disable all', if an application gives an error at startup, and you really need the application to start, then go to the System Configuration and choose what part of the application is required to be started and then restart.
3 remove the unnecessary programs (control Panel\Programs\Programs and features)
-It depends on what you have on your computer, so I can't help much, essentially: If you know what it is and don't need, and then delete. If you'are do not know what a program is or what it does, you should Google the name of the application.
-CCleaner is a simple application, easy to use makes temporary file clean and internet cache, and also has a registry cleaner. This application is a life saver if you use the internet on a daily basis.
5 power performance (Panel\Hardware and Sound\Power Options control option
-Simple select 'high performance' and close.
-Note: this option will give you a better performance, but will use more of your power supply (battery) computers
