You can anchor an object at the top of the page without text goes behind it?

I have a photo at the top of a page, I want to anchor in the first line of the text on this page, but the continuous text goes behind it. Is there a solution to this, or is this a limitation of InDesign? I made the transparent box so that you can see how the text behind it. I can't put the anchor on the input line because it is on another page and the image comes back to a page. Thanks for any help.
