My editor wants to link an article published in a folio in an article published in the folio of the previous month. Is this feasible?

Can you put a video in an MSO?I want to put a video to State 2, then the user must hit a "PopUp" State 2 "button" to see the video.  I managed to create the button and list 2 of the State when you press.  However, the video will not play.Thank you
