  Apple released the update iOS 9.3 for some devices (air iPad and the front, iPhone 5 s and forward) due to problems with activation. You may not be updated until a patch is issued. I recommend to wait for some time (days?) before trying again.

  Like many other capfreak, your device is in recovery mode.

  You do backup your device before upgrading?

  If so, you can restore the device by plugging it into a PC / Mac and installing the previous iOS version you had before (possibly 9.3.5 If you yourself have updated iOS).

  If you have a beta version of iOS and you want to download the final version, follow these steps:

  1. Connect your device to iTunes.
  2. When your device is connected, force it to restart. Press and hold buttons sleep/wake and Home at the same time. Don't release when you see the Apple logo. Keep now until you see the Recovery Mode screen.
  3. When asked, choose updates to download and install the latest version of iOS nonbeta.
     An update installation does not affect your settings or content.

  Then I updated my iPhone to iOS 9.3.1 6 and now I can't connect with Safari, Mail, the App store, iTunes, anything in the settings or to iCloud by using 4G or a network. But Chrome still works.

  After installation, I was invited to connect to iCloud and when I entered the password in the screen just froze and I had to leave out of parameters.

  Now, I can't even restore the backup because I get a message off to find my iPhone on iCloud, but I can't connect to iCloud.

  You can only update via the Developer Portal and if you are a member.

  You can try to use the computer iTunes and restore as a new.

  There are a lot of problems of e - bay purchase if you are not familiar with iOS.

  Have you tried to create a folder with the same name and put some pictures in there and see if it works now?
