Access denied - owner and/or setting permissions on the registry key

I'm on a Windows 7 Home Premium system that has been upgraded from Vista.  Several weeks when you try to install Symantec Network Access Control, I came across problems where the facility would be restoring because of a registry access problem.  Since then, I have read and tried many fixes.  None have worked.  My current problem is that VCRedist_x64.exe also fails to install with registry access denied.  The steps I've tried among those in blog of Mark Michaelis.  This includes their achievement, safe mode.  I also have run the command secedit / configure /cfg %windir%\inf\defltbase.inf/db defltbase.sdb / verbose /areas REGKEYS.  Still can not work around the error.  The secedit journal includes some access denied errors for machine\software\microsoft.  Not sure how they relate.  I can find specify subkeys of the key / with Regedit who have the problem... but so far non of the suggestions to reset the ownership/permissions work.

In advance... I appreciate the new thoughts and ideas to this problem.
There must be a way to disable the security on the registry long enough to clean up this mess...

You need to take ownership of the subkeys before you can change everything right of access!
