Accidentally all standard accounts and have now no approval from the admin

I was trying to install Parental control. I place a second account. I went to this account on a standard account to an admin account... or so I thought. Then I changed my initial account to a standard account so I could set up parental controls for it. However, when I went to connect to what I thought, it was the new admin account, I found that he was still a standard account. Now, I have no admin account I tried to activate the hidden... Admin account but in a weird black hole of windows... I need administrator rights to do so. Then, I tried to use management tool for recovery of gateways to restore back to factory setting... but which also requires right admin I also tried to start in safe mode, but pushing F8 or SHIFT + F8 as I saw recommended does nothing. Technical support Gateway has washed their hands and said I must pay for a USB recovery... that pisses me given the PC has been in my possession for about 10 minutes! Any help would be greatly appreciated.

If there is no administrator account on the system, you can start safe mode to access the built-in Administrator account.

1. press on the Windows key + I to display the settings.

2. click the Power Options icon.

3 hold down the SHIFT key while you click the restart option.

4. on the first screen, select Troubleshooting.

5. in the next screen, select Advanced Options.

6. in the next screen, select Start Settings. Click the restart button.

7. press key number 4 .

The computer starts in Safe Mode.

Click on the arrow icon.

Select the administrator account.

After the Safe Mode boot, open Control Panel / user accounts.

Select Manage another account , and then select the account you want to switch to an administrator account.

Select change the account Type.

Select administrator , and click the button change the account type .

Exit control panel and restart the computer.

Sign in with your account has changed.
