So the thing is I'm working with a Windows 10 operating system and I have tried several times to download Adobe After Effects and Premiere Pro, but it doesn't always let me. Premiere Pro appears as "up-to-date" but with no button to open - it is not on the programs on my computer! And with After Effects, it seems just constantly with the ' we have a problem, please come back later "without giving any code error or something like that. I already tried to uninstall and reinstall all my creative cloud Adobe programs and even the creative application of the Cloud itself.   I'm subscribed to creative cloud Adobe for Adobe After effects. I did install it and when I try to open AE it gives me an error reading this: the application could not start correctly (0xc0000142). Now, I tried installing and reinstalling 3 times.  I am running Windows 10 on my PC. It's an HP with an AMD Athlon (TM) II x 4 820 processor 2.80 GHz 8.00 GB Ram and 64-bit operating system. I don't know what to do. I did a lot of research, and I can't find answers anywhere. I have already installed CS5 and it works. The Media encoder provided with Creative Cloud AE also works. What is the problem why AE will not open. I am very frustrated and any help would be greatly appreciated. Thank you
