I am on Windows 10, have the same problem I've seen here several times.
I have:
1 uninstalled ALL adobe applications.
2 Ran the CC cleaning tool, it says remove ALL whenever he asked.
3. restarted, rebooted, rebooted,
4 remove any that I could find with "Adobe" as a name of folder on my system whole and also empty folders temp, just in case.
rebooted 4.5 more... Nothing adobe listed in my programs installed, nothing Adobe running in the background,

6 install the application Adobe, (even made with administrator privileges)
7 has got the same error AGAIN. (I was not even installed of the CC apps, just signed, saw the list of my applications available and rebooted and pouf, error.)
Go back to step 1.

Edit: as additional info, this is an installer of Windows 10 returned, I recently had the MS "Reset the PC" software as MS calls it, so it's a pretty clean install, for the most part, (office, VS) and Autotesk Creative Suite.)
OK, I think I got it to work,
The trick was 6. Installed the application Adobe, (even made with administrator privileges)
When I install as administrator, it should work, I've tried this,
Since I wiped it if it was easy to find what was only Adobe Cloud installed, well, I found this:
C:\Program Files (x 86) \Adobe\Adobe Creative Cloud\ACC
File: Cloud.exe Creative
I put it to 'all users' run as admin... Ottoman, problem disappeared.
I reboot and it fires just with everything else.
In all my research on this site, I have not seen this particular little help, so, maybe it will help someone else.
So to be useful (it's for Windows 10, may or may not work anywhere else.)
1. go in: C:\Program Files (x 86) \Adobe\Adobe Creative Cloud\ACC
2 right-click: Creative Cloud.exe, then click on "Properties".
3. Select the tab 'comparability '.
4. down, there is a marked shield button: click the "Change settings for all users".
5. check "run this program as an administrator".
6 ok, Ok and your done, reboot and I hope it was her.
I don't know if there are security problems with this, you will have to ask Adobe. It is their tool. It's just got rid of this error.

Thank you! It was a bit messier than that, but these basic steps and resources were what I needed. I had trouble along the way, so I did a couple of things:
1) restart after trashing Adobe Creative Cloud and Adobe Application Manager files.
(2) disconnect from creative cloud on my old system.

Programs work after I download and install the Application but Manager the next day (or if I close the program and try to open it again) I get this error when you try to open any program. 1. Uninstall CC Office
2 run the cleanup tool to remove all instances of MAO: http://www.adobe.com/support/contact/cscleanertool.html

4 remove the location OOBE. :
(Windows: go to the Files(X86) C/program FIles/Adobe/OOBE /Common and rename to OOBE.old if it is present)

Creating cloud missing or damaged after the Installation of the App
I can install the soft cloud creative very well. But after I installed my first app (Photoshop the first time), it is said then that creative cloud is missing or damaged when I try to install another app. The computer will then ask me to re-download creative cloud, but when I click the installer for a second time, it "opens", but nothing happens.
The first time it happened, I uninstalled and reinstalled creative cloud. It installed correctly and I installed InDesign (the first application for the second round), but he does the same thing - creative cloud is missing or damaged after this first installation and rerun the installation has nothing. Impossible to remove? Rename it to Adobe Creative Cloud centenarians.
Step 3:
Press Windows button (located between Ctrl and Alt buttons) with the key R together at once, you will get a command window.
Type below command and press the enter"" key.

Then go to the Local > Adobe.
Open the Adobe folder and delete files named AAMUpdater and OOBE. [* important]
Step 4:
Make sure that Adobe Creative Cloud is not listed in the control panel > programs and features. list.

You can try the steps:
For Mac
Go to Applications--> Utilities--> Adobe Installers.
Uninstall Adobe Creative Cloud.
* If it says application runs in the background, and then open the activity monitor and close the process creative cloud.
Once the creative cloud is uninstalled then follow it mentioned below as follows:
Please go to the library
1. click on Finder, click go and navigate to the folder
2. tap / library and click on Go
3. go in Application Support and Adobe and then delete the OOBE folder.
4 repeat step 1
5. Type ~/Library and click Go
6. go in Application Support and Adobe and then delete the OOBE folder.
7. go to https://creative.adobe.com/products/creative-cloud?promoid=KLYVF
Download Adobe Creative cloud, install it.
If the steps above do not work. Try to enable the root user account, and then try to open Adobe Creative cloud.

1) click on the Finder and search options listed next to icon located Apple in the upper left of the screen and click on the "Go" menu button and select 'utilities '.

Look for a CC Adobe and Adobe Application Manager folder under utility window and trash both folders.
