  I found the problem. Finally, there is an another executable running using the default port has been specified for the development environment. In my case, I put it to 10500. Thus, the built application used this port for the Web server of NOR. The solution ended up being to specify another listening port in the niwebserver.conf file that is created when you build an application.

  

  After this change, everything was fine. Loads of everything very well and I can run multiple applications.

  Another reason, you can get this error if you have your target, the value 'Any CPU' platform in the project properties. "Any CPU" setting causes the application runs in 32-bit on a 32-bit system and 64-bit on a 64 bit system mode.
