My son is just a Windows 8 phone and try to download free apps from the store. He just signed and got a Windows Live account and the ID. When he tries to buy an app the softawre wants to get parental consent. I get my Windows Live account information, and it requires a credit card. but he assumes that I live in the United States (which I did not), so I can't entyer details... I tried but to no avail. My Windows live account is set up in the United Kingdom and has my contact information in this credit card... HELP MS is driving me crazy!

    To create a new parent account, we must first remove the current parent account and the account of the child to parental control. To do this, follow these steps:

    'Administrators', 'Power Users' and 'Users' are nothing more than the groups that individual users can become members.  By default, each of these groups is given certain privileges.  'Users' have the least privileges, "Power Users" have more privilege, and "Administrators" have the highest privileges.   'Guest' is simply a user specialized controlling less than any other user.  There is also the built-in "Administrator" user cannot be deleted, which by default is a member of the "Administrators" group

    A person who needs to use programs like Microsoft Office and Internet Explorer pre-installed would probably just privilege 'user '.  Power users can change some system settings that can not users and administrators can change the privileges to access the file and add/remove other users on the computer but also install applications.
