Since you mentioned that you are able to start the computer normally without CD/DVD-rom connected. Have you tried to connect the CD/DVD-rom return?
You can try to connect the CD/DVD rom and run the built-in troubleshooting utility to fix problems with CDs or DVDs.
a. open the hardware and devices Troubleshooter by clicking the Start button, then Control Panel.
b. 1. in the search box, type Troubleshooting, and then click Troubleshooting.
2. click on hardware and sound. If you are prompted for an administrator password or a confirmation, type the password or provide confirmation.
c. you get a list of devices, click on reading and burning CDs, DVDs and Blu - ray discs. It will automatically diagnose and fix a problem.

Hello.
About 4 months ago, I got a new PSU Corsair CS850M, CPU Intel 4790 MSI 97 x games 5 k card mother and a Corsair liquid cooler H100i for my pc. Everything ran great until a few weeks ago. These problems started at random, I had not installed anything new or done any physical change to my pc.
At first, I noticed that Google Chrome has been extremely slow page loading. I noticed that it wasn't a problem with the internet connection because I'm connected to ethernet and the computer next to me has been loading content quickly without any problems. I ignored and treated with it because I was too lazy to reinstall chrome. I don't know if this has nothing to do with the other issues im having, it's just something I've noticed not long until I started getting APPCRASH error for some programs codes.
The problem started when I was playing Overwatch one day and while I was in the middle of a game, I got an APPCRASH error for cloud creative adobe, which I never use. I ignored the error and then finally Battlenet crashes more, give me a similar error code. Remember, when battlenet blocks, the game remains open and is still playable.
Always this frustraited me, so I closed the game and trying to reopen battlenet. That's when I got the error code again, but this time battlenet doesn't open at all. I decided to restart my computer.
When he turned back on. I had 5 APPCRASH codes for several programs that could not open at startup for example, razer synapse. I was confused by this so I tried to open google chrome to search for error codes. When you try to open, it would immediately crash. I decided to uninstall chrome and reinstall using internet explore (who also broke several times beforehand and middle chrome re - install). When I opened it, it worked fine and worked well since. It makes no sense to me.
Then I tried to reinstall all the programs that have swept, assuming that maybe I would have the same results as I did with the chrome. It did not work. With battlenet in particular. I get that appcrash codes error about 50% of the time. I can usually just keep trying to open it and finally it works. This happens with about half of the programs during installation or attempt to open.
I spread the material problems by replacing the RAM, PSU, switched motherboards, installed a new HDD and SSD and also tried unplugging the GPU and graphics running off internal. At this point the only apparent material question im thinking it might be is CPU. However, it is only 4 months old, and if it was a matter of places, it is not supposed me why 4 months later it would send me questions, not immediately once it has been installed.
I reinstalled the operating system about 10 times now, to exclude a virus and OS corrupted files. Tent 2 different windows 7 OEM disc, Windows 7, 8 and 10 via a USB key. And of course, I tried to update my drivers and windows.
If anyone has any suggestions as to what I could please help.
I could not find someone on the internet who had the same problem. And she let all my friends fans scratching their heads.

Looks like a DLL file missing (SHLWAPI.dll) or the missing link between the Dynamic link Library & the registry entry. You should try to run the System File Checker tool, see below:
To help resolve this problem, use the tool (SFC.exe) System File Checker to determine which file is causing the problem and then replace the file. To do this, follow these steps:
- Open an elevated command prompt. To do this, click Start, click principally made programs, Accessories, right-click guest, and then click run as administrator. If you are prompted for an administrator password or a confirmation, type the password, or click allow.
- Type the following command and press ENTER: sfc/scannow (Yes there is a space after sfc) the sfc/scannow command analyzes all protected system files and replaces incorrect versions with appropriate Microsoft versions.

APPCRASH error - then "extended attributes are incompatible" when I try to do something
My laptop started to lose connection problems and I kept resetting linksys and it would work and then quit again. I had a mistake some time ago when the download of Norton, but it works very well since their. I then downloaded PC health and scanned and do add on errors. Today I really can't do much. I scan with Spyware Doctor and it said no infections, but still I can't do anything. Every error I get says APPCRASH or BXE and I cannot download anything to try to scan or system restore even the computer I only errors. I had to download Perfect Optimizer, but it will not work... just says everything has stopped working, Windows incident reports even stopped working... APPCRASH wermgr.exe said then C:\Program Optimzer/PerfectOptimizer.exe perfect - extended attributes are incompatible... said that whenever I try to do something? Any ideas?

It is not recommended to install several security software at the same time. Remove the additional security software, then check. Make sure you have at least a software installed.Method 1.
Sometimes the security program installed might not be fair enough. I also recommend you update your security software regularly.

Windows Explorer APPCRASH error
I have Windows Vista Home Premium and started having a weird problem a few nights ago that left me speechless.
All of a sudden last night I got weird Windows unexpectedly message, saying it would disconnect me in less than a minute, which is made, but also to restart my machine.
When I got back to Windows after reboot I got a different error message (I didn't write it, unfortunately) and then after a minute or two the same message being disconnected, and even once, it restarts my system.
When he returned to Windows once everything seemed fine, although the sidebar, where you can put widgets never loaded. Yet, I was able to use iTunes, Firefox, etc. As soon as I opened Windows Explorer and tried to navigate to a specific folder on any of my drives (internal as well as external), however, it would crash Windows Explorer and push me to close the program or find an etc online solution. I left my PC overnight and just rebooted for the first time, and I'm having the same problem: programs seem to work (I'm writing this in Firefox), but as soon as I want to look at any particular folder on my system, Explorer crashes.
It's just the same thing when I tried to install a current Windows Update, when I tried to install a registry cleaner, and even when I tried to empty my trash!

EDIT: after further analysis that I discovered that Vista logon failure mode seems to get rid of this problem. Is it possible to refine the potential causes of this problem?

That the file was present, and that AV scanners 12/42 to the VT file detected file as malicious or suspicious, suggests your system has active malware on this subject.
The best thing to do is to get rid of the malware first and then go ahead and restore items disabled with Autoruns. No need to uninstall Nero, and I would hang on to the renamed.drv in a way, since it is the one piece of evidence suggesting malware. Basically, you can leave it as it is, don't forget not that it is there and then go through some hair removal techniques. The AV software should find the file renamed.drv and delete / quarantine it.
Give the free version of MBAM a race and see what it captures... There are a few tips on how to use MBAM in this thread.

I suggest you to set up your computer in a clean boot state, and check to see if the same problem happens.
By setting your boot system minimum state helps determine if third-party applications or startup items are causing the problem.

When I start Lightroom 6 I get an APPCRASH error every time.
I tried to uninstall/reinstall the software. Tried to rename SLCache and SLStore. No luck. I'm on Windows 8 with a 64-bit processor. A lot of available memory. Ideas on what else to try? Here is a copy of the error text that I see on the launch of the software:

Steps to follow:
Download and install the auto detect utility.
It will download the appropriate driver according to the graphics card you have in the system.
Install it.
Restart the system.
Try to open the Lightroom and see if it works fine.
If it still crashes, then you must manually turn off the GPU.

- Go to edit > preference > Performance > uncheck "processor chart use" If this does not solves the problem then,
- With Lightroom closed
- Access
C:\Users\YourUserName\AppData\Roaming\Adobe\Lightroom\Preferences (Where AppData is a system folder / hidden so you may need to enter the name of the folder directly into your browser's address bar or activate hidden folders / system in the Internet Explorer view folder options.)
- Open the file LightroomPreferences.agprefs
- Locate the line use = True autobahn (press CTRL + F)
- Take Autobahn use = False
After save the file
Restart Lightroom

I found a solution for the problem. My COMODO Firewall has been the origin of the problem, after uninstalling the firewall all work well.

APPCRASH on Vista system running Old Republic
Ok. I just Star Wars The Old Republic on PC. Been runnign on Vista. Well, I install about 3 times now and in the long run. I get the APPCRASH error when I should hit the screen of the characters. Now, I don't know if its because there are three dicss and its fraggign and tossign files on or what. But, help, please?

Hello
I had a problem with only iTunes software crashing. iTunes works perfectly accept when I click on the iTunes store button, then I get an APPCRASH error. I uninstalled itunes and reinstalled, did not help. I am able to boot in safe mode and everything works fine. There were no recent changes to my other PC that current windows updates. I posted this problem on the apple forum and nobody seems to be able to help. Any help would be appreciated. Thanks in advance.

"The 'KERNALBASE.dll' module was loaded, but the DllRegisterServer entry point was not found. Make sure 'KERNELBASE.dll' is a valid DLL or OCX file and try again.
It is unlikely that the kernelbase.dll is the problem with iTunes.
Try to copy the QTMovieWin.dll into the folder c:\program files (x 86) \common files\apple\apple application supports file c:\program files (x 86) \iTunes
