  Open CL is dependent on your graphics card. Old and not so old maps do not have and especially prevents the filter to work oil painting. As far as I know, it's the only touch filter. If you have other filters in gray so I suspect that your images are 16-bit and 8-bit images, and not every filter Photoshop supports of the images of 16 and 32-bit. Try to convert them and see if the missing as filters by magic are alive.
