  It has been addressed, but can't hurt to discuss again:

  You can take a few drops of your favorite lens cleaning liquid (or Windex, etc.) on a Microfiber cleaning cloth and gently wipe the screen.  Sometimes I just 'fog' screen with my breath and use my Microfiber cloth.   Do not press hard or "scrub" on the screen.

  If you don't have these fabrics, they are available in any store that sells storms or iPhones.  You can get them in stores that also sell sunglasses.

  Those that works best for me is those that are more like "sponge" the black tide satin ones...

  I recommend that you try to start safe mode:

  It will take several attempts to get the combination of keys ESC (press/release/hold) OK, so be patient. When properly in Safe Mode, see what happens.

  If the behavior continues, then well... think what happened just before this behavior started? A new application? An update? A theme? Something else? Think carefully that the slightest change can be causal... and try to undo all that was.

  But if the behavior continues mode without failure, you may need to consider more drastic measures - WIPE, OS Reload, BBSAK Wipe/Reload and the process of reloading OS 'skeleton '.   How long is too long? If it lasts for more than a few hours - and even that is too long in my humble OPINION - then something is wrong. Completely backup, because it will not terminate in any case if its been so long, forced to reboot the device and try again.

  To force the reboot your device, press and hold the two buttons of sleep/wake and home for at least ten seconds, until you see the Apple logo.

  This may not work either. The backup may be damaged and you will need to remove and start over. However, its easy starting point and it will not hurt anything. If the backup will not end, he has nothing to lose.

  Telephone dial menu: dial # 000000 and press on send (green digit key).

  In the Menu to add your phone number, and select Save. The device will reboot and activate.
