Lately, my speech recognition acted real buggy, its achievements, where I can say a snd command it will show the word in the small window but don't do it, as the common control to say start or open IE, nothing.   I think you should check the volume level of the microphone.
  Go to control panel of-> sound-> recording tab

  Here you can see the Microphone device.
  Now, check it and click on the properties button
  Now new window pops up and here you have to choose the 3nd tab
  Here, you can increase the volume of the microphone.
