C: drive is drive 1; How this disk 0?

I just found out that when my computer was built, the C: (System) drive has been configured as disk 1, not disk 0.  My secondary drive (data) has been assigned the disk 0. It is the source of the problems.  Is there a way to reverse these without blowing the entire system?

TRACK: (FYI; I have Win 7 32 bit).  After my last message (with the disconnected data reader and appearing as disk 0 C: drive) I stop and reconnected the data reader and checked the disk management to see what were the drive assignments.  The c: drive remained as disk 0; so I guess it was an easier than expected solution.

Conclusions from this:

1. the assignment of disc # is probably a false problem. If it works, it works.

2. There is a bug with Norton 360 in works of his optimization of disk utility. I'll follow up with them.

3. There is no other corrections I can do locally.
