  But the Adobe folder that you want to remove is actually the Acrobat installer. So you could save to another location so that if in the future, you need to re - install the software, there is no need to download the entire product.

I would, however, allow for some more flexibility, such as if there are microsoft updates or antivirus updates, this account is permitted to accept these files. I fear that non-microsoft files such as google or yahoo toolbars settle.

  There is no installation in Windows to allow this, and I can't say I've ever heard an Add on for Windows that would allow this.
