Can I save pictures on icloud and remove them from my iphone
I want to record images in icloud, but remove the iPhone is it possible? If I delete phone, they are removed from icloud?
Lol this is not how iCloud photo library has been designed to work.
iCPL is designed as a service synchronization, not a backup or a cloud storage service. It works in synchronization of all additions, deletions, and changes to a device for all other devices, including iCloud and your computer.
If you are concerned about the storage space on your iDevice, select this option to use a local library optimized in settings > Photos & camera. This allows Photos to raise only as storage space is available and continually reduce the size of the library if you need more for other applications or data.

You cannot store pictures on iCloud and remove them from your device. Remove them on the phone also icloud removes them. You can set for storage optimized on your device that compresses the resolution of the device stored photos, keep the originals in iCloud.
If you want to be able to todelete pictures from your phone and store them elsewhere, you must use subscription such as Dropbox cloud storage or store them on your computer.

Then... I have not been able to find an answer to this question and I'm a little paranoid to try it with so many apps on my iPhone 6.
I am currently using iTunes 12.3 and iOS 9.2. I have about 60 GB of apps on my years iTunes download, and if I deleted a lot on my iOS devices they remain on iTunes. It takes too much space on my MacBook and the computer storage space is so low that my iPhone won't even upward.
In short, that is the question in detail. I want to remove ALL applications from iTunes, with no desire to relocate, BUT you don't want that on my iPhone apps should be deleted. I tried this earlier and as soon as I hit him "sync" the bar at the bottom which shows what takes up the amount of space on the device deletes all applications (which indicates they will be deleted from the iPhone?). Of course, being paranoid I immediately stopped synchronization. My question is if this will actually delete the apps on my phone as well or they will remain as they are?

iTunes stopped copy of apps to your device in your library, and remove an application from your library should no longer cause deletion of your device. However, any application that you have downloaded from the App Store can be removed by the holders of rights without notice at any time, so that if you delete your local copies there is a risk that at some point you lose access to a preferred application.

You can not that's not how works iCloud photo library - it is not a conduit but a total synchronization service whose entire raison d'etre is to keep libraries connected identical - all changes made on any device (addition, deletion or modification) are made on all devices. If this isn't what you want then use another service - USB import, iTunes sync, MyPhotoStream for example each do different things and everyone can move photos from one device to another
And Photos lack a lot of features iPhoto form - in fact much more features than iPhoto including iCloud library there like a bigger and better editing capability and better external editing capability and so on
