Can't open any programs at all!

I got Windows 7 on my Lenovo ThinkPad T60 for about 4 months now and it is still running as well as the day I installed it. I tried to open a program through Internet Explorer and it worked and I'm happy, but I tried to open another program and he tried to open it in Internet Explorer. I went to default programs and tried to see if I could get IE do not open the .exe file in IE and there is no option on the opening. Whether it's EXE files. Now when I try to open Internet Explorer it tries to open with himself, and he says that IE cannot open this file. I have no idea how to solve this problem. The only programs I can open and are Control Panel, Windows Explorer (File Manager) and that's all. Help and Support is not yet open. I installed windows 8 on another partition that I made before the installation of windows 7 and ran a vrirus scan and malware and nothing showed up. I did a scan depth on all partitions too.
