Cannot change the default program for opening .dll

For some reason any, since I first linked the default program to open files .dll with Visual C++ 2010 Express (which is not truly attempt open, but instead of it gave me a message somewhere near the lines of "File not supported - Type does not open", incidentally) by chance I could not change since. I took a screenshot of the dialog box to try to change (URL below after all), but I noticed that the box was grayed out (the theme I have is a modified version of the classic Windows theme, but on 7, to clarify the operating system). I also tried to select a file after having hit the "Browse" button, but it didn't open anything. I tried several programs in the present to open, much less to change the default value (these are two notable examples): Netbeans - primarily an IDE for Java, but can open binary files even if she's not actually modify them (note: I changed absolutely nothing on any of them even if I has modified it to make it the default program but this problem affects more than just the ones) (, and it did not start until the last default) and Notepad. I went through the 'Open with' dialog box, and this is where I first encountered the problem of it (described above) outside the Control Panel, which it wouldn't let me change the association of file of it in particular, even if I didn't have one of these questions with any other type of file I tried to change, before or after this madness.

I suggest that you try to restore the system to an earlier point before the issue started and check if it helps.

    1. Right-click on an image file
    2. Select open with >
    3. Select Choose program
    4. Click the Browse button
    5. Navigate to the executable file for PSE8 (probably something like C:\Program Adobe Photoshop Elements 8\PhotoshopElements.exe), and then click Open
    6. Back to screen 'Open with', check the box "Always use the selected program to open this type of file"
    7. Click OK

    I opened the month .package file type by using a specific .exe designed to cope.  I got this morning and by clicking on a .package file brought to the top of the screen "choose default program".  I chose the appropriate program, but it does not appear in the screen of the recommended program, and I can't find any way to make it use the default .exe.   I tried to change it in the area of selection of the programs in the the control panel by default and hot at the same result.  I can still open the files by starting the program manually and choosing the option 'Open', but it is a tedious and repetitive task!  This program is used to group graphic files in a specific format, and it is not uncommon to open and close files .package 5 6 times in a period of 10 minutes.  I really need to fix this ASAP.  My productivity has come to a near standstill.

    I'm on Win7 64-bit, the program in question is a stand-alone that has always been in its own folder in the downloads library.  I tried to move to the folder program files (x 86), but that did not help.  Windows recognizes the program when I make the request to select the default program.  When I try to use it however, it is not an option.

    I was going to link to the Microsoft Developer Network instructions, but it's a pretty large amount of information for it, so, let me suggest a small program that should be able to do it for you.

    Click on the Edit menu, then choose Preferences.

    Once the dialog box is open.

    Click on file publishers.

    In the left pane, you will find all types of files that you want to change.

    On the right, you'll find publishers for this specific file type.

    If you want to add any other application, you must click on + symbol at the top of the right pane.

    Select the path of the application that you want to apply.

    This is a load of ponyfeathers, because I am the only user and administrator of my laptop. I tried also to the solutions, but the error is apparently used in multiple areas of screw - rises of Windows. This error applies to all files.

    I am still able to go to administrative tools and change the defaults from there, but I'm not THAT tech savvy and I don't like playing with the pieces dark and deep programming from my laptop.
