  It can be split to components in a previous installation, try to uninstall the first Silverlight components. There is an article which includes a fix to uninstall Silverlight, give this a try.

  Press the Windows key + X to display the system menu, and then select Control Panel.

  In the sidebar on the left, click Activate Windows on and outside features.
