Cannot open/save to files and programs after installing Windows updates

My daughter has an HP laptop. She has downloaded the Windows updates and now she can't open most of its programs. Those that it can open, will not work correctly. Remove the Vista updates; two ways to do this:
1. a System Restore to before the updates:
Click Start > programs > Accessories > system tools > System Restore > restore time/choose your own date > next
If you use Norton, disable it before using the system restore.
If it is impossible to enter the Normal Mode, do a Safe Mode system restore:
Press F8 at the startup/power and the list of startup options, use THE ARROW key to select Safe mode > and then press ENTER.

According to the description, you get an error message "FAILED CONNECTION USER INIT" after installing Windows updates.
From my research, this problem occurs if the Userinit key in the Windows registry has been changed. For example, this problem may occur if the Userinit key has a value, but no binary data.
I suggest you follow the steps mentioned below.
Method 1:
Step 1: Start the computer in safe mode

See if the following .dll file will help. The Windows Update agent, Wups2.dll file are perhaps not properly saved.
Open a command prompt window (start-> all programs-> Accessories-> command prompt) and type the command:
regsvr32 wups2.dll

No Internet after installing Windows updates

I have Windows 8 on my laptop. I tried twice to leave my automatic updates (critical) download & install - once at the end of October and the second time a couple of days. Once the download is finished and I have install (including my computer restarts), everything seems fine - but I can't access the internet with Internet Explorer or Chrome (which I prefer). I had to run every time the system restore in order to retrieve my access. Any ideas for why I can't update?

I use Vista Ultimate SP2 preloaded o/s and windows is activated with a genuine problems with executable files with product of what ID 89580-OEM-7332132-00031 on PC, the problem happens when I'm uninstalling some registry tools, the error message I got was 'impossible to connect to the microsoft client group policy server' and whenever I try to run the executable file .exe or .com I get error messages "the windows don't. not find the environment option that was entered path c:\windows\system32\msconfig.exe for example. What is your solution if all the drivers I downloaded from microsoft Update site and support Web is unexecutable because of registry files missing that causes all the executable files and com files to display error messages when clicked. c. in the type in the following command prompt window and press ENTER:
