  Yes, GTA4 was the worst conglomerate of DRM never, until that time.
  -You need not log in to the Social Club. I'm not positive, but I don't think that it is still running.
  -You want to patch the game, but I do not remember how, so check with the forums
  specific to GTA4 to see if you should go beyond say patch 1.5.
  -The 1.5 patch, I thought was supposed to remove Social Club, but I still have the pop-up window
  before I tell him to go away.
  -The game also needs a fix for GFWL.  I think remember me stuffing things GFWL upward and obtaining of
  the fix is fairly common. GTA4 modding sites have a fix called xliveless.dll for this.

  The game could minimize if one of the following conditions is true:

  · Applications that run on the mode full screen, including games may reduce if there are all the prompts on the message error or an update. Check to see if you get any prompt to install an update or an error message when the game reduced to a minimum.

  · Other programs running in the background can also cause the game reduced to a minimum. Check if no program or an application is running when you play the game.

  · You press Windows + D button on the keyboard this will minimize all open windows and take you to the office.

  You can also consider updating the video card drivers on the manufacturer's Web site.

  Thanks for your suggestion. I just found the answer then, and the game works now. For anyone else who may be looking for the solution, Microsoft framework 3.5 must be installed. Also, you must go to files > steam > Steamapps > common > Grand theft auto iv > installers, then run "vcredist_x86.exe". This solves the problem for me.
