CD rom __Does E:\ drive not play

This is the message that I have in the Device Manager on my cd rom driver, "windows cannot start this hardware device because it informant configuration (in the registry) is incomplete or damaged (code 19).»  My cd does not play, and when I go to the computer display, it shows that I have a cd driver called E:\.  I installed norton online backup.  I don't know if that had something to do with it.

19 code means there is a driver conflict such as two devices attempt to use the same resources.

Try this - Panel - Device Manager - CD/DVD - double-click on the device - driver tab - click
Update the drivers (this will probably do nothing) - then RIGHT click the drive - UNINSTALL - REBOOT
This will refresh the default driver stack.

Normally the above will solve this problem otherwise working your way down through them, even if you did
them before.

    Ensure that there is no floppy disk in the floppy drive if equipped and no CD/DVD in the CD/DVD drive but it looks like a hard drive failure.
     
    When you turn on the computer you hear the spin drive upward? (remove the cover from the computer, but do not touch anything inside).  If it is not rotating until power off (hold power button down until it stops.)
     
    Pull out the power cord from the computer, touch the metal casing of the computer and (assuming a type IDE disk) can detach and reattach the power cord 4 son to drive.  Also carefully Disconnect the Ribbon data cable and attach again carefully.  Make sure that the Ribbon on the motherboard connector is also firmly committed.
     
    Connect the computer again and the power up.  Drive spinning up to now?  Lol bad disc.  Hope you have a backup.  Turning to the top but still the same message?  Hope you have a backup.  Take the computer with all the disks for computers and a reputable Studio programs (big box stores are not trustworthy) repair and hope that they can get down your data and rebuild the machine.

    Default Windows can not decode DVD video, so you will need some reading software...
