close the option to stop/restart/switch users is missing from the Start button

For some reason, I have more option to stop/restart/switch user under the Start button. The lock button is there with an arrow, but the only option under this arrow is LOCK. How do I return these options? The only way I have to shut down the computer now is to use the button on the computer itself.

Simple terms only, please. I am a newbie of Windows. Thank you.

    I have a Pavilion X 2 11 - h003sa running Wwindows 8.1. It's less than a week and without any changes to the system (no software update or driver installs) after a restart, the Start button stopped working and when I try to dock with the keyboard, the start on the tablet button remains lit (but unfounded) and the keyboard does not work. By that, I mean the key and the trackpad do not react, are not all usb devices, and even the charger shows not only plugged into Windows. The orange charging light lights well.
