completely uninstall a program that has been partially uninstalled.

I downloaded the Windows Phone App on a Windows 7 computer to sync music and other things and used without problem, but I thought that I wasn't going to use again so I removed it. When I deleted it however, there not to uninstall the way I should have by using Control Panel, I just moved the application to the trash and emptied the Recycle Bin. After realizing that I needed the app again, I tried to re install the application, but it said "Application has already been installed on this device." So I tried to uninstall the files the correct way using the Control Panel, but it came with a message of error and says basically that I had no access to the app. What should I do now? I need this app, but cannot get it reinstalled until I completely remove it from my computer. (the app appears not in program files, but it appears in the list of programs on the control panel)
