Control sliders hidden on Photoshop layer: how to unmask?

When I create a new adjustment layer, slider controls, which normally appear with each new adjustment layer, are not displayed to the top. Please tell us how to make the control sliders appear.

If the properties panel is hidden? When you create a new adjustment layer or modify an existing one (by double clicking on the red circle below in my screenshot), the controls appear in the properties panel.
