'Create a Windows 7 or a later version installation disc' does not appear as an option to select tasks

I have a MacBook Pro (15 inch, late 2011) race El Capitan.  I just installed a new hard drive and am trying to install Windows 7 using Boot Camp Assistant.  In the window select tasks 'Create a later version or Windows 7 installation disk' does NOT appear as an option.  How to create the Setup disk?

I use https://support.apple.com/en-us/HT205016 to get step by step instructions

I have already created the disc image of the DVD install disk Windows following the instructions of https://support.apple.com/en-us/HT203909

When I open Boot Camp Assistant I'm unable to create a Windows 7 installation disc
