CTRL - (CTRL-less) shows a small Volume control", which I can't get rid of without re-booting

I just installed Windows on my i7 PC wife 8.1 after replacing his C: with a beautiful Samsung SSD quick.

This is a configuration of dual display head high (1 widescreen, a former 19 '') with an installed software nVidia nVidia graphics card.

We found if press us CTRL-minus (not on the keyboard, but in the top row), a "volume" control appears on the hand of the screen, which overlays everything, even full-screen games.

He refuses to go away.

Click and drag the control will lower the control, but he then returned to full volume.

If I hold down CTRL-minus (until I guess keyboard Auto sets in), it will disappear, but as soon as I let go of CTRL-minus, he returns.
