Currently my guest account is set up as an administrator AND I CAN NOT CHANGE IT

Hello, my problem is the following:

For some reason any my guest account is set as an administrator. Through guest account, I'm trying to set up another account as an administrator but I can't, I want to update windows and he repeated to me that I need permission of the administrator. I can't change the account type in the normal, it says that I have to put an admin before, I try to define and admin, but nothing changes.

For example, I would like to update my windows live Messenger, it says I have 2updates stable, in the guest account (which is set to Admin, I don't see any updates), when I go to the normal account I see available updates, I press the update, but I get an "error" Message saying that I need administrator permissions.
