customers enter the passwords

I work in a major retailer of telephone.  I don't know if there are obvious information than i or my manager have not yet been given, but customers keep entering passwords on phones, which leads to becoming them disabled.  Of course, that restore us them!  More and more.  I'm losing my mind a little on this one.  Of course, if WE set an access code, phones eventually disabled without delay of customers trying to get them.

Can someone help out us here?
