Deactivating and then reactivating E10 campaign can re - previous email?

You are looking for a definitive answer on this. We set up most of our campaigns as a series of invitations by e-mail to Webinars which is held at different dates. But we often find that we need to add or change the dates after the campaign is activated. I read a few posts saying deactivate and then reactivate a campaign, the pickups just of campaign where she stopped - no negative impact. In our experience, the segment reloaded and re-sent to the emails that were set up and sent to the latest dates.

Have we done something wrong? Is there a settings (combination of?) to prevent that from happening - parameters of the segment, send the send settings, rating parameters decision rule? Would certainly appreciate your comments!
