Your fixation on RTP and then using IF (@ISMBR ()) on the RTP is not the problem. I'm watching a BR I wrote exactly that.

In my case, I didn't need to worry about creating block. (If there is a value in BEGBALANCE, I spread over the periods).

BTW, I started this BR using @CURRMBR in the IF statement and changed to @ISMBR because @CURRMBR did not work.

You're not exactly what 'Doing' is in your case I can only speculate that you try to do something on a block that does not exist, and the creation of block within an IF statement is not always reliable. (I try not to do it because I can never remember "use cases" when it won't work)

Try refresshing to the Gps, go to menu, options, advanced options, gps, press menu again and refresh GPS
