Do I have an annual plan or a one time payment for iCloud?

I'm a guy who pays and forget. I don't want a commitment for months together don't forget pay my iCloud storage. Instead of having a monthly fee, we a payment option a moment or an annual fee?

Unless you are currently on an annual plan, it will be billed each month; No new annual plan can be created. If you wish, you can use the iTunes Store Gift cards to pay for storage.
