  • be in use (not necessarily in the Photos app)
  • or be in mode 'sleep', plugged in and connected to wifi

  On mac, you must have the application open and the mac for not being in mode 'sleep'. OS X Powernap Feature does not support the iCloud photo library (I've done a request for comments)

I have over 10 k photos in my library, and I use the storage optimized in iCloud library option to allow me to have access to view my complete library without having to ingest my storage. This isn't an archival, though, so, if you remove photos or videos that are managed by it on your Mac or your iPhone, they will be deleted on your devices even your Contacts would be.

  Alternatively, you can import the old fashioned way and delete what you no longer want to keep on your iPhone after the fact.

  Whenever you open a library to use with iCloud photo library, the Mac will download and compare all the pictures with iCloud.  He will try to avoid duplicates and probably succeed.
