E3000 and IPAD: no INTERNET

I recently purchase a LINKSYS E3000 and IPAD (Wifi only). The E3000 seeks to work well, it works with PC (Vista) Imac, (G-wireless laptop) as well as with the NAS server and also a Samsung TV.

The E3000 is connected to the Internet by cable. All devices have a fixed IP address and two address DNS allows you to access the internet.

    I have an Airport Express, Time Capsule with two extensions Express airport and once every 3 days I have to power cycle to get my iPad and iPhone to be able to use the Wifi.  I-devices connect and show they have Wifi signal but they cannot transmit data. The airport on the iPhone and iPad App show Extenders but do not see the time Capsule (which provides the route to the internet) when this symptom occurs. I have also 2 MacBooks using the airport for Wifi and they do not seem to be affected. Once I have power cycle the Wifi Time Capsule works again for up to 3 days and then I'm right back where I started.

    I am really frustrated with this, if anyone has any ideas of what I can do to fix this, I'd love to hear them. -Like to me, I may need to consider a new airport or an alternative companies Wifi router to get the reliability, I need.
