Error code - 0x80070426 unable to connect to the internet

I have a desktop HP with Windows 7 OS.  Also have a laptop Toshiba Satellite with Vista.  Around the same time, the two had problems and showed Security Essentials needed updated.  However, neither able to connect to the internet.  In collaboration with the Office of HP with Windows 7, the error code 0x80070426, appeared.  Any advice is welcome.  Thank you.
