  I have all the DVD and the original product key.

  I do not know who to contact to Microsoft or anyone else to get an answer to this question.

  If you have the original installation media, and product keys/certificates of authenticity - the software is yours.  Install it.

  (Although I wouldn't call Microsoft Office 2007 all that "high-end".  (* smile *)

  Elevate your privileges permanently would defy the purpose of UAC and is therefore not available. There are two ways to start a command prompt:

  1. click on the start planet.

  2. type the three letters cmd in the search box.

  3. press on Ctrl + Shift + Enter

  4. click on "run as Administrator".
  or:
  1. create a shortcut on the desktop for cmd.exe.
  2. right click.

  I checked your account and disabled all of the current activations under your Adobe ID

  You can connect to Adobe CC on your new machine now. Will not work the CC on the stolen computer.

  You are allowed to have enabled facilities on two machines, so nothing prevents you to install now if you like... but you might want to delay until you can get the deactivation of the road for the stolen computer.

  You can contact Adobe technical support via chat and ask them to reset your activations - just ask if reset or else they could tell you they can't help.  That will disable all facilities currently activated, that's why I suggest wait for install on the new - but if you immediately need you can proceed and reactivate just once again after the installation of the new.
