So, just a user name and password is not going to be enough, I would like to add a 2nd level of password as you call it.     If you do not click allow, Firefox will ignore a metatag to refresh as follows in order to reload the page every 30 seconds:

    But as you point out, by clicking on allow made that immediately reload the page and the same triggers InfoBar again. One of the many reasons that this feature is more trouble that it's worth.
