Fix it troubleshooting cannot continue because an error has occurred [code 800702E4]

(1) I am suddenly no longer able to use the Microsoft Fix It utility online or http://fixitcenter.support.microsoft.com/Portal/ because I get the error in the title.

(2) (I am also unable to install the BETA Microsoft Fix It program with customized solutions for my PC Windows XP Home (http://fixitcenter.support.microsoft.com/Portal/).) I was able to do it and use it in the recent past (it stopped working today so I uninstalled it) but I can't do it today because it will not be installed. I can't do a system restore because I have just one today with the oldest restore point I was only 2 days ago.)

I'll be grateful for any help you provide.

It can also be caused if your computer is retrieved from an attack of the adware/spyware or virus or by an abnormal shutdown of the computer.
