I have a Dell Inspiron 1525 and I tried to restore factory settings, however it is not letting me. It started when I recently updated windows, because on connecting to my office once it was finished, the vista Aero theme was gone, even in the menu dropdown. Kinda weird, but don't worry too much until I kept getting pop-ups and redirects, so apparently I had picked up a few conscious/malware along the way.

From what you described, it is clear that your PC is infected with the virus. I suggest running online scanner:

Run a full scan, it is recommended to run in safe mode, but if you couldn't run in safe mode, run with both normal.
Then clean the threats and restart your PC and if the problem persists, then contact Microsoft security support:

I received a phone call from microsoft technology who wanted to go on my computer & difficulty a Trojan horse, which is on my computers (more than one computer in my house). If I don't get this fixed right away, I could lose my computers & will not work to full capascity as before the Trojan horse was built-in on my computers in the last 10 days. I was very leary about it wanted to check into that first. He said he could remember at an agreed time. So I set up to 22/05/12 at 4:30 pm p.t.. Is it a scam? This should be an international alert to all users of mircosoft for msn & email clients. They would come by phone now. SO WHAT IS GOING ON HERE? !!!

VCRedist_x64 is for 64-bit systems.
Vcredist_x86 is for 32-bit systems.
If you are running Windows 7 32 bit, just install the x 86 version. If you have Windows 7 64-bit, you may need to install the x 64 and x 86 version. First try the x 64. I f it does not work, install the x 86 version as well.
vcredist_arm.exe is for devices using ARM processors which are compressed as the Microsoft Surface.
