No matter what orders, I also put in bootcfg himself.

  Look in your startup folder to see if you see Lync and modem.exe shortcuts in this folder.  If so, remove them and you should no longer see these pop-ups when you connect.

  The members property is an array of string, so the 3rd parameter to SetPropertyObjectByOffset requires a string property object, IE. the user name and not of the user object. The example should really be using SetValStringByOffset to be clearer so that you only specify the user name of the actual string.
